Living Wage

Implementation Approach

An overall consideration is to create a limited implementation period for an experimental area such as Immokalee, Florida which is a designated Enterprise Community. The nation could carefully study the impact of this initiative without having to seek repeal. If successful, it could be extended for a longer period and possibly expanded to other communities.

Implementation of this initiative could be accomplished in several ways. Examples would be as follows:

  • Pass an amended (WOTC) tax credit bill that would be available regionally to agricultural entities. This bill would includes agricultural entities such as vegetable growers, citrus growers, nurseries, and packinghouses signing on to the program with tax credits as the incentive for participation.
  • Institute an experimental project with growers in Immokalee to immediately apply an extended tax credit program to packaged crops that would contain a special label to reflect living wages and crop origin. This initiative would sunset in 3 years.
  • Initiate a public relations campaign with a public relations firm to advance the concept of "Buy Living Wage USA Produce" to the consumer public and the retail produce industry.
  • Develop a universal label that includes provisions for both country of origin and living wages, i.e., "Grown and Picked in the USA by Workers Paid a Ling Wage," that would be used by certified growers.
